"He just shot past and we managed to get the phone out. It was just very strange," Lee said.
The sighting is just the latest in a series of clown-related incidents in Britain.
In just one day, Thames Valley Police has been called to 14 incidents of people being intimidated or frightened by others dressed as clowns.
Reports have been made across the region including Bracknell, Milton Keynes, Abingdon and Chesham.
“Their actions can cause fear and anxiety to other people, this could be perceived to be intimidating and threatening which could lead to public order offences, arrest and a criminal record," Chief Supt Andy Boyd, head of neighbourhood policing, said.
“In addition, their behaviour is causing multiple reports to our call takers and is tying up police resources which could impact on calls to other incidents.
“While we realise that reports of this kind are not restricted to the Thames Valley area, the issues of intimidation, potential arrest and waste of public resources are the same across the country and we would urge people to refrain from such activity.”
Six clown-related incidents were reported to Gloucestershire Police:
"The reports have mostly involved clowns carrying knives. In one case a child was followed. Clearly this has scared people and caused real distress," a police spokesman said.
In County Durham, a knife-wielding man dressed as a creepy clown jumped out on two children aged 11 and 12 on their way to school.
He was wearing grey tracksuit bottoms, red shoes, a multi-coloured top and a mask, as well as having his face painted, according to police.
Neighbourhood Sergeant Mel Sutherland said: "The children arrived at school understandably upset and distressed by this incident and we are currently trying to locate this man.
"We believe this to be part of a much larger prank which is currently sweeping across the USA and parts of the UK. It is very alarming he was carrying a knife. However, we do not think he intended to harm the children and as far as we are aware, this is part of the prank."
At least six clown-related incidents have been reported in Newcastle since Sept. 30, leaving parents and teachers very worried, according to Northumbria Police.
Nobody has been attacked or injured in the incidents, which saw pranksters dressed up as clowns, leaping out from bushes and chasing pedestrians down the streets.
A teenage boy has been arrested in Blakelaw, near Newcastle, in possession of a "bladed article" in connection with the incidents, police said.
Police believe the pranksters are inspired by similar behaviour in the U.S., where there have been clown sightings in at least six states.
